Refer Categories Policy
Supersession Clause
This amended rule shall supersede and replace all previous rules, policies, directives, or instructions relating to the same subject matter. From the Effective Date, this amended rule shall be the only rule in force and shall be deemed the official policy to be observed and implemented by all concerned parties.All staff, trainers, trainee trainers, learners, parents/guardians, and other stakeholders are hereby instructed to comply with this amended rule. Any previous provisions that are inconsistent with this amendment shall be considered null and void to the extent of such inconsistency.
1. Purpose
The Institute shall operate only two (2) Refer Categories for examinations and assessments. These categories shall apply to all learners unless otherwise specified by the relevant awarding body.
2. Refer Category 1 – Re-Test (No Additional Charges) except C *
A learner may be granted a Re-Test without additional charges, subject to the approval of the Examination Committee, where the learner was unable to undertake or complete the examination due to one or more of the following circumstances:
a. Non-payment of tuition fees, provided the outstanding fees have subsequently been settled;
b. Certified medical reasons or other exceptional circumstances supported by valid documentary evidence acceptable to the Institute and before and within the prescribed exam date/s schedule at vti ltd and after prescribe date learners/responsible to refer to exam refund policy

The re-test shall, where practicable, be conducted within the prescribed examination dates, period, or assessment session
The decision of the Examination Committee shall be final, subject to the Institute's approved appeals procedure.
3. Refer Category 2 – No Re-Sit
A learner shall not be eligible for a re-sit examination or reassessment for the same session and unit under any of the following circumstances, including but not limited to:
- Failure to submit and complete the required assignment, project, portfolio (P-Folio), logbook, practical work, or any compulsory coursework forming part of the assessment requirements.
- Failure to achieve the minimum pass mark, competency standard, or any other prescribed assessment requirement.
- Absence from the scheduled examination or assessment without prior approval or without submitting acceptable documentary evidence within the prescribed timeframe.
- Failure to submit a valid medical certificate or other official supporting documentation to justify the absence before the examination or within the period specified by the Institute.
- Disqualification due to academic misconduct, examination malpractice, plagiarism, cheating, collusion, impersonation, or possession or use of unauthorised materials.
- Removal from the examination venue for misconduct or failure to comply with examination regulations.
- Failure to satisfy the minimum attendance, assessment, practical/theory or both , or course completion requirements prescribed by the Institute or the relevant awarding body.
- Exhaustion of the maximum number of reassessment opportunities permitted under the Institute's regulations or the awarding body's rules.
- Failure to comply with administrative requirements, payment obligations, deadlines, registration requirements, or any other conditions governing eligibility for reassessment.
- Where the relevant awarding body or regulatory authority expressly prohibits a re-sit or reassessment for the qualification, unit, or assessment concerned.
- Any other circumstance determined by the Examination Committee to render the learner ineligible for reassessment in accordance with the Institute's regulations.
Learners falling under Refer Category 2 shall be recorded as Fail/Refer Category 2 (No Re-Sit) or Non-Completion, as applicable, in accordance with the Institute's Assessment and Examination Regulations and the requirements of the relevant awarding body.
The decision of the Examination Committee regarding eligibility for a re-sit or reassessment shall be final, subject only to the Institute's approved appeals procedure.
Students placed under Refer Category 2 shall not be eligible for a re-test during the current examination session. However, they may enter for the next available examination session, subject to:
- Payment of the prescribed examination/ re-test fee;
- Compliance with the examination entry requirements and registration deadlines; and
- Approval by the Examination Committee, where applicable.
Failure to attend or qualify for a re-test in the current examination session does not exempt the student from the examination fees applicable to the next examination session.

Attendance Following Assessments and Examinations
Where an assessment, test, or examination is scheduled for a duration of one hundred and eighty (180) minutes or less, normal classes and academic activities shall resume immediately upon completion of the assessment or examination.
All learners are required to attend and participate in the scheduled classes and activities unless otherwise authorised by the Institution.
A learner may be permitted to leave the school premises after completion of the assessment or examination only with the prior approval of the Institution and subject to compliance with all applicable departure, sign-out, safeguarding, attendance, and parental/guardian consent requirements (where applicable). Any learner leaving the premises without the required approval shall be deemed absent without authorisation and may be subject to disciplinary action in accordance with the Institution's policies and procedures.
The Student acknowledges and agrees that compliance with all institutional policies, regulations, procedures, and directives issued by the Institution from time to time forms an integral condition of enrolment.
Failure to comply with such requirements and not limited to, may result in disciplinary action, suspension, termination of enrolment, withholding of results, denial of access to classes, assessments, facilities, or services, and any other action deemed appropriate by the Institution.
The Institution reserves the right, at its sole discretion and subject to applicable laws, to amend, interpret, enforce, or waive any policy or procedure and to take such measures as may be necessary to protect the integrity, safety, reputation, and orderly operation of the Institution.
